Resolution
The Safe Mode is managed through Config Tool, with the steps below:

On your OS console go to directory \usr\sap<SID><InstID>\j2ee\configtool;

Execute the script configtool.bat/sh;

Once the Config Tool screen is open, a popup asking Do you want to use the default DB settings may appear. If it is correctly configured you can simply click on Yes.

Click on the File menu on the top bar;

Click on Safe Mode;

On the popup that will show up, select the desired instance on the box Instance in Safe Mode, and on Safe Mode Enabled select NO. An image is shown of this step on the bottom of this section;

Click on OK;

Click on File menu again on the top bar;

Click on Apply Changes;

Now you can exit the Config Tool and restart the cluster.
