我通過運行以下命令解決了這個問題。

video_clip.reader.close()
video_clip.audio.reader.close_proc()

某種程度上python.exe是失敗的，因為內部函數比如VideoFileClip在jupyter-notebook中報錯。

然後我關閉了所有東西並重新啟動了，錯誤消失了，現在它正常工作。
