問題的導致是openssl版本更新，裡面的函式卻沒有跟上版本而造成的。

修改方法：

vim /usr/lib/python3.7/site-packages/shadowsocks/crypto/openssl.py      

# 修改地方1， 52行
libcrypto.EVP_CIPHER_CTX_cleanup.argtypes = (c_void_p,) 

改成：libcrypto.EVP_CIPHER_CTX_reset.argtypes = (c_void_p,)

# 修改地方2， 111
libcrypto.EVP_CIPHER_CTX_cleanup(self._ctx) 
改成：libcrypto.EVP_CIPHER_CTX_reset(self._ctx)
