Ask HN: Low latency audio. OS X vs. Windows 10

I overheard a conversion by two professional music producers talking about low latency audio in music production. One of they claimed this: When a system is running under high CPU usage there is a greater chance that Windows (10) will continues to play a smooth audio stream compared to a mac. A mac, that is under heavy CPU, audio will start to crack up. This is by design. The priority for OSX is to provide zero latency audio where Windows (10) priorities smooth audio, no matter what, with the cost of increased latency. For Windows (10) to be able to do this there is an audio buffer that OSX does not have. This buffer allows a Windows (10) machine to continuously emit a smooth stream even under high CPU load. What I asking it this final statement: "Because of that latency Windows (10) is not suitable for music production." Is there any truth to what those guys said. Is Windows (10) not suitable for professional audio production?
