Could the adoption of a GaaP help resolve some of the challenges? The high-level answer is “likely yes.” GaaP offers numerous benefits over the existing IT systems architecture and infrastructure by addressing some of the state’s most fundamental challenges.

When thinking about how to design GaaP, one must start with the user need and design the system so that users have an efficient, optimal experience. In this case, there are essentially three users: (1) Residents of the State of Massachusetts; (2) Government Officials; and (3) Private Sector Actors, including crowdsourcing contributors (i.e. the “Wikipedia” model). Each group has its own wants and needs. For example, while residents will value simplicity and convenience, the private sector actors will value open data and the ability to build their services on the platform. As the primary user of government services, citizens are the most important user and should be prioritized.
