解決辦法：

事了好多辦法，最後這樣解決的：

1）到C:\Users\Administrator\.m2\repository\org\apache\maven\plugins\下刪除maven-install-plugin資料夾重新執行上述命令就行了。

$ mvn install:install-file -Dfile=security-sdk-1.0.jar -DgroupId=com.jd.security -DartifactId=security-sdk -D
version=1.0 -Dpackaging=jar
