【解決辦法】：

開始→控制面板→管理工具→元件服務
開啟 元件服務 樹目錄 →計算機→我的電腦→DCOM配置
右邊的面板裡 找到 netman 右鍵→屬性→安全→ 啟動和啟用許可權 →自定義→編輯   新增 network service 使用者，把本地啟動和本地啟用勾上就可以了。

再次得意一下，呵呵，問題解決了，重新啟動就再也不會有這個煩人到報錯對話方塊了。
